I have siblings. They don't listen.

I'm not one for blackmail on normal occasions but in the situation of troublesome siblings...

Observe them. Take note of what they value, be it a certain food or drink, perhaps the company of a certain friend, so on and so forth. Pick which of those you can somehow use to... persuade them.

It's not always about threatening to take them away, per se. Humiliation, subjugation, the usual old method of threatening to call on a person of authority that the rascals fear in particular.

So, humiliate them in front of their friends.

If you're so worried about feelings and potentially violent responses, try 'talking out' the issues. If they keep refusing to listen, then threaten to humiliate them before their friends.

Whether you follow through with the threat or not is entirely up to you, of course.
